UPDATE on Proposition ALS 2024
 
We would like to once again thank you for your Support of the 2024 Proposition ALS. We have already instituted the requested items from Prop ALS as promised: including the Advanced Life Support services, equipment, and Recruitment & Retention items.  

            -Started ALS Pumper January 1, 2026
            - Purchased: Cardiac Monitor, Suction units,                             Advanced Airways, Medical bags….
            -Students in Paramedic School to staff more
            -Vital medications in service to save lives
            -Medical Director and Protocols and Training
            -Pension Overhauled
            -Retirement Healthcare​

​Prop Fire (F) Overview
-PROP F is a measure that residents will see on the April 7, 2026 General Municipal Election ballot.
-It proposes a 1% sales tax (1 cent on every $1 spent in LSLFPD) to help fund Lake St Louis Fire Protection District.
-Instead of relying solely on property taxes, it shifts some funding to a sales tax.
-Everyone who visits and shops in LSLFPD is supporting our Fire District.
-100% of St Charles County fire districts will have Proposition F on their ballot.
 
How Prop F Came About
-Born from a statewide freeze on property taxes for everyone. (SB#3)
-The property tax freeze applies to all St. Charles County property owners.
-The Good News: St Charles County resident property taxes will be frozen per Missouri SB3 if passed.
-The Problem: St Charles County Fire districts sole funding comes through property taxes. When taxes are frozen, all districts will experience funding shortfalls due to year-on-year inflation.
-State Proposed Solution: Each fire district will propose a 1% sales tax measure (PROP F) to supplement their funding as inflation occurs.
 
Scope of Proposition F
-The 1% sales tax applies to all restaurant food/drink and retail merchandise purchased within the Lake St Louis Fire Protection district.
-The 1% sales tax does not apply to fuel, medications, agricultural products, and other products.
-Who gets the 1% Sales Tax
-Half of the 1% tax revenue will go to LSL Fire protection District.
-Half of the 1% tax revenue will go to reduce Lake St Louis Fire District residents’ real estate/personal property taxes.
-Instead of LSL Fire relying solely on resident property taxes, it shifts some funding to the sales tax. Everyone who visits / shops LSLFPD is supporting us.
​ Impacts All Fire Districts St Charles County Wide
-As stated on a previous slide, fire districts are impacted. All St Charles County fire districts will have PROP F on their April 7, 2026 Municipal Ballot.
-If passed in neighboring fire districts, such as Wentzville Fire Protection District and O’Fallon Fire Protection District, the residents of Lake St Louis Fire District will pay the sales tax when they shop in those fire districts.
-Likewise, if it is passed in Lake St Louis Fire District, the same happens when their residents or other visitors shop or eat at places in the Lake St Louis Fire District.
 
How Passing / Rejecting Prop F will Impact Residents and Fire District.
If passed…
-Half the sales tax revenue will be allocated to reduce the Lake St Louis Fire District resident real estate/personal property taxes.
-Half of the sales tax revenue will be allocated to the LSLFPD. It will help offset future revenue gaps caused by frozen property taxes vs year-on-year operating cost inflation.
If rejected…
-Residents and visitors will not pay a 1% sales tax when shopping in LSLFPD, however resident property taxes will not be reduced.
Keep in mind that LSLFPD residents will pay a 1-cent tax when shopping in neighboring Fire Districts who approved PROP F.
 
 Is Passing PROP F necessary for Lake St Louis Fire protection District?
-In 2024 when we proposed PROP ALS, we committed that we would not come back to residents with additional taxes. We stand by this commitment to our residents.
-Fortunately for residents, the State is actively working to pass a property tax freeze as part of a statewide tax reform that is new this year.
 
The key reasons why we propose PROP F on the upcoming election ballot:
 
-Fire Districts across St Charles County will propose PROP F, therefore It’s logical to allow LSLFPD residents the opportunity to make the same choice.
 
-Keeping it off the ballot means LSLFPD residents would not be allowed to choose for themselves whether they would prefer a 1% sales tax (with a reduction of real estate/personal property taxes) vs paying the current real estate/personal property tax.
