Proposition FIRE
Citizens of the Lake Saint Louis Fire Protection District,

Thank you once again for your support of Proposition ALS in 2024. As promised, we have implemented the approved initiatives, including Advanced Life Support services, advanced medical equipment, and enhanced recruitment and retention efforts to strengthen our workforce and service delivery.

We would also like to share important information regarding recent tax reform legislation passed in Jefferson City that directly impacts how fire districts may be funded moving forward.

Historically, fire protection districts have relied entirely on real estate and personal property taxes as their primary funding source. Recognizing that this is an unpopular funding source, state legislators have provided districts with an alternative funding option.

The new legislation allows fire districts to place a measure before voters to adopt a 1% sales tax. If approved, 50% of the revenue generated would support the district’s operating fund, while the remaining 50% would be used to reduce real estate and personal property taxes within the district.

The Lake Saint Louis Fire Protection District has decided to place Proposition Fire on the April 7, 2026 ballot. This measure will allow you, the taxpayer, to decide whether to modernize the district’s funding model by shifting a portion of the financial responsibility from property taxes to a shared sales tax.

This proposal will appear on ballots countywide, as all the other fire protection districts in St. Charles County will be pursuing this option.

By incorporating a sales tax component, the financial responsibility for public safety services would be more broadly shared among those who live, work, shop, and travel within our community — not solely by property owners.

If approved, property owners would see a reduction in their real estate and personal property tax rate. The exact amount of reduction would vary from year to year depending on the total sales tax revenue collected within district boundaries.

If the measure is not approved, the district will continue operating under the current funding structure.

Thank you for your continued trust and support.

Sincerely,

B. Chad Wagner
